The Rural Bank of Calbayog City, Incorporated (RBCCI) was founded on
February 7, 1959, with the late Hermenegildo R. Rosales at its helm as the Chairman of the Board, came together with the intention of assisting the agricultural and aquaculture sectors.
RBCCI maintained the distinction of being the first bank in the City of Calbayog as well as in the Province of Samar. Incorporated with an authorized capital of Php 50,000.00, this “seed” money was more than sufficient to assist the farmers, fishermen, and other small businesses. Its main thrust was to improve the quality of the Samarenos’ lives by offering financial assistance and technical know-how regarding the business or project they would like to embark on.
In addition to providing financial assistance to those who required it, RBCCI also provides depository services to its clientele.
Such a facility not only provides a security measure for the bank but also, at the same time, it provides an investment opportunity to its depositors through its earned interest on their respective monies.
Owing its continued existence and success to the communities served by the bank, RBCCI in return takes part in social responsibilities like giving contributions to various disaster-relief programs, socio-civic activities, and charitable institutions.
Rural development emerged as a distinct focus of policy and research in the 1950s and gained full momentum in the 1970s when Universal and Commercial Banks (UCBs) started their venture in Calbayog. Whereas economic growth and industrialization were important, rural areas and their development had crucial and different roles to play. Moreover, it also entails more than the development of agricultural production—which was the primary objective of RBCCI.
In the Rural Bank of Calbayog City, Inc.’s (RBCCI) efforts to meet its mission and vision, the bank hereby sets its company objectives. These shall serve as indicators to management that the bank is meeting the business and service expectations of its customers.
Republic Act No. 7353, entitled “An Act Providing for the Creation, Organization, and Operation of Rural Banks and for Other Purposes,” categorically states that the establishment of a rural banking system is designed to make needed credit available and readily accessible in the rural areas on reasonable terms.
Meanwhile, much is still desired regarding the government’s Internal Revenue Allotment for the provinces in Samar Island, which we believe is not properly utilized for development.
RBCCI has formulated its objectives in alignment with the anticipation of succeeding the strategized plan. These objectives are reviewed periodically and adjusted as necessary in order to guarantee a high level of service quality, as follows:
1. To stimulate and promote the circulation of money in the City of Calbayog as well as its neighboring cities to encourage growth in commerce and rural development.
2. To be a vital member of the region’s progress by expanding the operational territories of the bank to provide optional quality banking service, job opportunities, and income generation to its populace.
3. To provide a unique difference in the communities served by acting with the highest standards of integrity, participating in the community development programs, and providing a reliable, accurate, prompt, and courteous service to its customers at all times.
4. To manage the Bank in compliance with regulatory requirements of the Bangko Sentral ng Pilipinas (BSP), statutory requirements, and company policies and procedures that promote safe, secured, wise, and prudent management practices to warrant liquidity, profitability, and sustainable growth for its customers and stockholders.
Rural banks (RBs) are an important force in supporting rural economic development. Its development can help construct a healthier and more diversified rural financial system, effectively improve the overall financial environment of rural development, and solve the financial repression problem that herein exists.
Familiarity with the grassroots of a rural community a rural bank serves is the fundamental strength of a rural bank. However, familiarity—even if it’s an advantage—may not be enough to guarantee its operational viability. A need for financial services will always exist, and it is incumbent upon the bank to develop products and services that can address the requirements of its constituents, and this reflects the bank’s responsibility to be portals of economic improvement.
Samar has a lot of idle land area for corn and other crops, and government institutions provide programs that will eventually make the RBCCI become an emerging force and develop successful initiatives that promote rural economic development.
To continuously promote and facilitate orderly development of the rural economy and solve financing difficulties of rural areas in the development process, the RBCCI has planned to participate in various government lending programs that will mitigate the bank’s possible risks and improve the RBCCI’s performance by actively participating as an avenue to make successful government financing programs, while simultaneously ensuring decent profits and maintaining the fine balance between growth and quality.
To achieve these objectives, the RBCCI intends to involve itself in government-initiated programs. That provides loan programs and/or financial initiatives to small farmers and fishers. folk, micro and small agri-fisher enterprises, micro entrepreneurs, etc. to provide affordable and cost-effective capital requirements to enable them to improve the efficient productivity and profitability of their respective income-generating activities.
RBCCI’s involvement in these projects will result in a shifting of its planned paradigm—from usual high-volume lending programs to a focus on high-yielding investment partnered with the government programs.
